I’ve noticed that PayPal is quietly working on Steam again, at least in Brazil, after being suspended for almost a year.
Operations with Brazilian debit/credit cards in local currency (BRL/R$) are supported again, and refunds can now be processed back to the card instead of the Steam wallet.
I haven’t seen any news about this online. If it was also suspended in your country, it might be worth checking if it’s working again.
