I bought a used wiiU, the guy said that he completed the factory reset successfully, but my wiiu has been like on the image for an hour, ive done some resets, but no progress. Also the background animation stoped after like 10 seconds

Probably bad eMMC. Try getting your money back or at least a rebate in case you want to fix it yourself with redNAND or USBMLCÂ
