Ok this is actually kinda cool. If you were to try to repair it I think it is possible, the major item is if the motherboard works.
You’d need a lot, and it likely wouldn’t be cheaper than just getting a 3ds, but if you restored this that would be an amazing story. If I found that on the street that’s definitely the kinda goal I would tackle.
