I have turned anything to do with controllers off and it still persists, worse still, I can't find a setting in the notifications tab. The notifications bar in win10 doesn't even register it!
Also–I’d enable PlayStation Controller Support in the Steam Settings
Also–make 100% sure the controller is charged (Unlikely, but gotta rule it out as a variable)

This notification seems helpful, like, conceptually but PCs can’t charge controllers so I’m not sure what the point is. Or why the notification still appears when using the controller over a cable.

You can disable it if you switch to Steam Beta, the option to turn it off is still not available in the stable branch.
