Jesus. Packet loss should be not exceed 0.5% if you want to enjoy multiplayer games
Try to use an Ethernet cable instead of Wifi

Your network connection from your xbox to your router is bad, its dropping packets of data meaning its not a stable connection

When your console is connected to servers, it sends data in the form of packets, these packets of data are constantly being sent out, and if the packets are unable to reach the server then they’re lost. With 73% of all packets being lost, it is difficult to enjoy a multiplayer game with it. That’s because packets keep updating your screen constantly. For example, in fortnite, with high packet loss you might be moving one minute and you come across an enemy, they’re moving but they’re moving in place, and then the game updates when the next packets get through. These are critical when playing games that require quick thinking.
So the packet loss is caused by many things:
Ddos attacks
Outdated internet hardware like a modem
Malfunctioning software that leads to bugs that interrupt the packets
Network congestion, when the network reaches its maximum load and fall behind enough to where it will ignore incoming packets to catch up.
Packet loss can be stopped by switching to a wired connection, like an ethernet cable
Removing bluetooth obstructions
Performing a deep packet inspection
And updating outdated software.
If the issue is not resolved after trying these then there would have to be some kind of problem on the server side
