The other might be the girl that gives you the code from a guy that drains the plaza. Their clothes are pretty similar.
i noticed this thru my first playthru, if u scan the area u can definitely see there’s two models of the daughter. not game breaking but kinda weird seeing it tho, breaks immersion a bit 😂
