In spain we have this thing called "cultural bonus" and they give us 100€ with which you can buy things like PlayStation, Xbox or Steam gift cards. I don't use any of these stuff so I would like to know where I can safely sell them at a discounted price.

If they give you the card with the code on it then it is ok and reasonable to re sell – if they just only give you the code then it is not ok to sell no one would trust you with that unless they know you well
