they drop as long as the game is open, even if you’re just sitting in the main menu.

No, not all cards drop. Some you have to buy from the market. There’s a counter on the right when you’ve exhausted all the free cards
If you keep the game open for a few hours you’ll get the other 2 cards

The first card you get after running the game for 5+ minutes, more cards won’t drop until you close the game after the 5+ minute mark. Next time you open it, the remaining cards can all drop based on the timer the devs selected. Most games are 30 minutes a card but some can be more.
