I took apart the 3ds and reseated the ribbon cables and it still won't work i even changed the wifi module too but I can still boot into the luma 3ds menu and godmode 9

probably because you broke it.
Try leaving it on for a while and see if it boots. Mine did this and I had to leave it on.
