That’s friction abrasion from when the console is closed.
Unfortunately it won’t come off with cleaning it. Looking closely at your photo.. there might be a screen protector on the top screen? If so, hopefully the marks are on the protector and not on the actual screen. I zoomed into your photo as much as I could but unsure if a screen protector is on it or not.
Maybe someone else can verify?

I put a cloth between the screens before closing the lid. My first 3DS from 2011 has those. Never thought normal wear and tear would damage the screen like that

Those are scratches. Youll beed to replace the screen to get rid of em

Those are scratches from the edge of the bottom screen, no chance unless you replace the screen

You don’t need to replace the screen, just the screen lens.

This design flaw is why I have a screen protector and little rubber bumpers coming in the mail. Such a bad flaw that you need a screen protector to prevent scratching.

Those are kinda permanent from the friction. You can replace the top screen lens with a glass one for cheap

i had one on my old new 3ds, just replaced the lens with a new one for like 5$. use a hairdryer and remove the old one, then still in place the new one. easy peasy
