Been years since I last played MGR but I think she’d be able to handle most of them, however I think she’d struggle with Monsoon (*due to his speed, teleporting and bisecting body*) and I don’t think she could beat Senator Armstrong.
She also would probably not be able to kill Metal Gear Ray or Excelsius (*Armstrong’s robot*) because she lacks Raiden’s ridiculous strength and AFAIK her sword doesn’t cut at the molecular level like Raiden’s does.
