Its already hacked. Do [this](https://3ds.hacks.guide/restoring-updating-cfw.html) then do a system update and see if the camera app still crashes. If it does, do other apps that use the camera (fbi, face raiders) also crash?
the camera hardware is dead, according to https://wiki.hacks.guide/wiki/3DS:Error_screens/Luma3DS_ErrDisp (also it is modded already)
