How Do I Fix This?

I bought this 3DS LL off eBay. Was already region changed. Had a SD card inside. When I went to the Download Play menu an switch the app to be homebrew it gave me this error. And it will Give me this error if the SD card is inside. If there’s no SD card then it’ll just function as the download play. So how do I fix this? I’m pretty new to 3DS modding and I’m not sure if it’s a console issue or the SD card or what.
