Issue with region and updating

Hi I recently purchased this new Nintendo 3ds Xl online and I set it as usual and it came with Pokemon moon but when I try to update it this happens and when I connect it to the eShop this happens what do I do (009-1003) is when I try to update it and (007-2001) is what happens when I try to open eShop
