The LCD is broken. You’d have to replace the screen, and unfortunately for you that is the hardest repair to do on a handheld… period. It can definitely be repaired, but you’d have to pick someone you can absolutely trust will repair it properly.

Just confirming that’s what an LCD screen that has cracked internally looks like 🙁 The only fix is to replace the entire screen panel. I don’t know what’s involved in replacing a 3DS screen, but given the uniqueness of the screen it’s probably difficult.
