i got a new battery for my 3ds and it works but it won’t charge from the system i have a different system that can charge the battery with the same charger

Battery could be completely dead, let it charge for a few hours and try again.
Seem like your battery is bad, I would return it. A good battery would already have some juice in there when you first install it.
