Eventually someone would have gotten FPS to work on console. Bungie just happened to be first.

Compared to later console shooters which take more from CoD, Halo’s honestly refreshing and closer to the PC roots of FPS today.

PC gamers haven’t changed much then over the years.

Actually, Halo and Gears are much better on console than on PC because they were designed for a gamepad. Every combat was carefully built so enemies stay close to you so they appear large on the screen. Aiming on controller is easy. The combat arenas and enemy movement are also designed with console players in mind.
Games designed for PC like Battlefield, are very different. Enemies shoot at you from much greater distances. On consoles, games like BF aren’t as fun because small distant enemies require a lot of aim assist.
Technically, you can play all games on all devices but it doesn’t always feel right. Halo and Gears feel great on a gamepad but are too easy with a mouse. Battlefield‑style games feel great with a mouse but feel wrong on a gamepad because of aggressive aim assist. This problem can’t really be solved because a mouse and a gamepad are fundamentally different.
