Im looking to try and get 3ds xl, I found one near me that a gaming shop is selling, they're charging $450 it comes modded and is the new version. Is this a fair price or should I keep looking?

I would say keep looking. I think the only reason why they would up-charge so much is because they’re doing the modding for you. Though it is convenient, it would probably be way cheaper to just purchase the console, see how you like it, and if you want to mod it, you always have that choice.
I got a grey n3dsxl for 200 CAD granted it was kinda gunked up but after cleaning it’s in perfect condition

Keep looking please, ebay/fb marketplace or whatever other local app you have for those type of things even though ebay should be enough. Also, being modded is not something that increases the value, you can do it yourself.
