I got a replacement joypad cover not sure if I should just pull off the plastic from there carefully and use the other which is a cap or will I need to open the 3ds with a screw driver

you’ll have to open the console. There are many tutorials on how to do it on YouTube. It’s a fairly simple repair.
i was lazy and just glued my replacement joypad onto the old ‘stump’ and have had no issues with it after like 2 years
