Oh, and I’m not stopping moving the stick in the video. The parts where it stays still are due to lag.

It’s issues with the web view hardware acceleration.
You can enable it in settings, but sometimes it’ll prevent Steam from opening properly.
Valve really does need to figure out why, considering that Blink (the Chrome web engine they use) has had proper and reliable hardware acceleration for years now.

I have exactly same problem in my Ubuntu. I have a dual boot system. On ubuntu, steam is pretty much useless with controllers. On windows on the same machine, it’s superrrr smooth. Even phone link app doesn’t work on Ubuntu.
I really need phone link because I have a wired controller and I connect my Laptop to my TV. Using phone link I can connect my controller to phone and wirelessly transmit the signal to laptop. This works perfectly fine on windows but not on Ubuntu
Laptop Specs
AMD R7 6800H
RTX 3050Ti
16GB DDR5 RAM (4800Mhz)
Windows on 512GB SSD
Ubuntu 22.04 LTS on 1TB SSD
I tried both X11 and wayland and nothing seems to be working for me😔
I have latest version of Nvidia drivers as well. System is up to date on both the OS.
