I don’t find it hard to believe, most other companies this big are just very bloated and inefficient. While valve hires very talented people who are entrepreneurial and fill multiple roles.

Years ago they let go of some contractors who worked on Steam controller and early SteamVR products
Steam is famously small for its scale, but 300 is likely outdated or misunderstood.
