Just publishers not handling regional pricing correctly

Packages have their own prices that are not related to the games the package contains. Publisher might put the games on sale but not the package, which can lead to the games being cheaper when bought individually.
Only bundles (named as such in the overview) calculate the price based on their contents.

packs are priced by publisher and publisher needs to apply promotion to them
bundles are things that get automatically updated price based on promotion (i mean actual bundles where steam put it in blue name not things that just have bundle in name)
packs were first as an option and it just stayed as an option
so its just like going to shop and seeing promotion 2 for 1 and next to it being twopack that has higher price

Thats the neat part: pack pricing actually doesnt work. Its messy and confusing on purpose
