If this static pattern was happening only on the upper screen I would say there’s an issue with the upper display, like an loose flat cable. But seeing how this is happening in both screens at the same time I think this is an hardware issue, probably a faulty graphics chip. I’ve this happen with my computer a few times, exactly like this, it was an issue with my GPU driver.
You could try to remove the SD card and any game cartridge inserted and see if it boots normally.
If the HOME Menu is corrupted (it happens sometimes, but it causes a black screen), there’s a secret button combination you hold at startup to boot straight to the System Update screen, bypassing the HOME Menu. You have perform a system update to fix any corrupted system file with this. If forgot what button combination it was, but it is worth a try.

Yikes. If you’re lucky it’s just a cable that has become disconnected, but usually that would just force the console to shutdown immediately. It’s more likely that a motherboard component has failed unfortunately.

Depending on where you live, search for console repairs. There’s bound to be someone that specialises in hardware repairs, maybe even retro consoles.
Whatever it is, trust me, it’s fixable.

Hmmm, is this 3DS modded? If so, can you hold start (I think) to try and enter GodMode9, and tell us if that works. Also, make sure your SD card is OK, this may be some sort of SD corruption maybe?

Does the sound still come on and sound normal? If so then it might be a GPU issue
