I don’t know if full game on it, if not then answer is no. But once the cd key used it’s render useless as can only be used once, and can’t transfer to another account either.
Nope. This disc will attempt to install the game via Steam and you’ll need the Steam code to activate it. There’s nothing you can do with this unless that code is unused.
On the bright side, it’s a cool collectible and the game goes on sale for like $1 every other week. Just pick it up cheap.
