Unformatted is kind of confusing. It’s formatted otherwise it wouldn’t work. It just wasn’t re-formatted to clear the filesystem.
For clarification, it’s impossible to see those files unless it’s formatted. Clearing files is not what formatting primarily does, it’s a side effect of creating the file system the files will be placed on. You can delete things without recreating the file system.
