this console had what seems like a broken pixel but as you can see when the screen is off it still shows, do you think its an easy fix or will the top screen have to be replaced?

You can’t “fix” that mark if it’s in the screen. You would likely have to replace the top screen, which is the hardest part to replace.
It’s not insanely difficult, but if you don’t have patience and steady hands you can easily break ribbon cables, damage connectors, snap the shell, or break the top screen more.
look up a video on how to replace the top screen before you buy and watch the whole thing. Pay attention to the tools you need, and how fragile everything is. If you think you can do it then go for it, just be honest with yourself.
I’ve don’t it a dozen times now, and while I haven’t broken anything yet, I still feel like I’m going to every time.

No the answer is no.
This is from a guy who botched his second 3ds reapair.
The first part of the disassembly is time consuming but not the worst thing ever but the hinge + the ribbon cable going through it is by far the worst thing my hands have had the displeasure of repairing.

I’ve fixed a couple of em. Notoriously difficult to repair. It’s a nightmare to feed all the ribbon cables through the hinge.
