Just level them up by beating up other Pokémon’s
Walk into the tall grass and defeat wild Pokémon. Most pokémon evolve when they reach high enough level.
If you are talking about the trade evo for gastly, you can trade with a smartphone emulator now. quick YT search should get you what you need to do it 🙂
