Just buy a stock 3DS and mod it yourself, it’s really not that difficult as long as you’ve got a computer to use.
Just follow the modding guide to finish it.
its easy to put the apps again on the system, if it is a good deal you shoul buy, but if its kinda mid offer maybe better look for anotherone ready to play

It was region changed but the seller probably never did the steps after performing the ctr transfer to get the apps back
If you follow the guide online, it’ll confirm where you are in the setup, and you can jump to the right point of installing the apps. I did the same thing for the LL I just bought

They basically just saying they havent kept up with modding so whatever mods they did are now outdated. Unless they meant physical mods but outside of battery and USB C, no real need for physical ones unless you wanted to be crazy and make a 2DS Slab Style mod to this.
Kinda wanna see a slab style (N)3DS now….
