So I tried to replace my top screen on my 3ds xl and now it wont power on, it just flashes the top screen and pops then shuts off, would me accidentally breaking this ribbon cable clip stop it from working?

Could be. For me, it was usually the ribbon cables that pass through the hinge. If they aren’t plugged in perfectly then what happens is what you described.
